Why are certain steam games region locked?

I know that for example, DQ X (Offline) is only available to players who reside in Japan, South Korea, Taiwan, Hong Kong, China, Malaysia, Indonesia, Philippines, Singapore, Vietnam & Thailand via Steam, but this title is non-existent for EU, UK & US players for instance as you get an error message indicating it’s not available outside the countries (mainly within Asia) mentioned.
